Kostnaderna måste vara rimliga och förenliga med principerna om sund finansförvaltning, särskilt valuta för pengarna och kostnadseffektivitet (t.ex. personalkostnader för projektförvaltning och -genomförande måste stå i proportion till projektstorlek osv.

Costs must be reasonable and comply with the principles of sound financial management, in particular value for money and cost-effectiveness (e.g. staff costs related to project management and implementation must be proportionate to project size etc.).

Flexibiliteten bör vara större när det gäller miniminivån på gemenskapens stöd (60000 euro per år, vilket innebär en minsta projektstorlek på 120000 euro per år). Vissa projekt behöver inte eller kan inte absorbera denna summa eftersom de kan uppnå avsedda resultat och kritisk massa med mindre.

There should be more flexibility regarding the minimum level of European Community support (EUR 60,000 a year which means minimum project size of EUR 120,000 per year) as some projects may not need, or be able to absorb, this amount but still have impact and critical mass.

4.12.2 Kommittén vill samtidigt ta upp universitetens nyckelfunktion som institutioner för forskning och utbildning. För att universiteten skall kunna fullgöra sin uppgift måste deras utrustning i form av material och apparatur, deras personalbudgetar och deras organisationsstruktur stå i proportion till detta mål (se även punkt 4.15.4). Här finns det – och framför allt i jämförelse med toppuniversiteten i t.ex. USA – mycket stora brister. Kommittén ställer sig därför positiv till att kommissionen utarbetar ett separat meddelande – som vi kommer att ta ställning till – om denna viktiga fråga. Vi vill här bara föregripa och ta upp den för RP7 viktiga aspekten att det måste finnas stödinstrument som är anpassade till den gängse projektstorleken hos universitetens forskningsgrupper.

4.12.2 The Committee is also touching here on the key role of universities as research and training bodies. To be able to meet their remit, however, it is essential that universities have the material and tools they need, as well as an appropriate staff budget and organisational structure (see also point 4.15.4). There are major shortcomings on this front – not least in comparison with top universities, for instance in the USA. The Committee is therefore pleased that the Commission is working on a separate communication on this issue, on which the Committee itself will also issue an opinion. At this stage, the Committee would just make clear one key point in relation to FP7: namely that the support instruments must be in keeping with the usual scale of projects conducted by university research groups.
