Комитет с обеспокоенностью отмечает тот факт, что некоторые положения закона № 382 о средствах массовой информации от ноября 1994 года и декрета № 7997 от февраля 1996 года, на основании которых число выданных лицензий было ограничено тремя телевизионными и одиннадцатью радиостанциями, не соответствуют гарантиям, закрепленным в статье 19 Пакта в силу отсутствия разумных и объективных критериев выдачи лицензий.
