86. el relator especial transmitió los siguientes casos al gobierno: a) barthelemy kabila kabule, secretario ejecutivo del instituto de estudios por la democracia y el desarrollo, (institut d'études pour la démocratie et le développement) detenido el 13 de noviembre 1995 en kintambo por sarm; estuvo 40 días privado de libertad sin ser puesto a disposición de tribunal; b) sebastián mṕana, jean roch samba y nikbiaamba bukaka mambueni, detenidos el 9 de enero en kinshasa por tomar fotos de las víctimas del accidente aéreo del día anterior, por agentes de sarm, y liberados sin cargos entre 48 horas y 7 días más tarde; c) león baykukya takaishe, director de asistencia jurídica para la defensa de los derechos humanos (assistance juridique pour la défense des droits de l'homme) detenido en beni el 10 de mayo por dirigir una carta sobre la situación de los derechos humanos al procurador general de la república; d) steve mbikayi, gaby kiamusuku, georges losala, michel drumu, steve mbikayi, ewolo dande mbongo, mbumba muntu ne mwine, dianfutisa luweso, longono afo mbongo, mapipi motimana, detenidos en kinshasa por actividades sindicales el 4 de junio; e) 19 campesinos de rutshuru, detenidos desde el 9 de enero al 18 de mayo en la prisión de makala, kinshasa, sin cargo alguno; f) 41 ciegos del instituto mama mobutu para ciegos (institut mama mobutu pour aveugles) detenidos el 24 de febrero por gendarmes por protestar contra el director; g) mulumba tshishiku, tshiongo masudi y m. edumba songi, activistas de la organización de defensa de los derechos humanos toges noires, arrestados por militares el 3 de septiembre por sus actividades profesionales; h) paluku mahiwa, kabuyaya kihundu y m. kayuyu, líderes locales o relacionados con ellos, detenidos el 1º de junio en lubero; i) richard ilunga kitwa, paul mumba, john numbi y m. mwepo, dirigentes de la uferi, detenidos el 16 de noviembre en la 9a circunscripción militar, los dos últimos transferidos a kinshasa; j) los dirigentes sindicales de la dirección general de contribuciones mopipi y wolo, detenidos el 8 de agosto por la guardia civil, por orden del director mongbondo, por incitación a una huelga; k) los días 16 y 17 de julio fueron detenidos en circunstancias similares albert mopiti, onaputa mudimbi, lubanda manima, selemani mashaka, toussaint kilumdu, mvula y nkelefa, dirigentes del sindicato "solidarité/dgc ".
86. the special rapporteur transmitted the following cases to the government: (a) barthelemy kabila kabule, executive secretary of the institute of studies for democracy and development (institut d'études pour la démocratie et le développement), arrested on 13 november 1995 at kintambo by sarm; he remained in custody for 40 days without being brought before a court; (b) sebastian mp'ana, jean roch samba and nikbiaamba bukaka mambueni, arrested on 9 january in kinshasa by sarm personnel for taking photographs of the victims of the previous day's air accident and released with no charges brought between 48 hours and 7 days later; (c) leon baykukya takaishe, director of legal assistance for the defence of human rights (assistance juridique pour la défense des droits de l'homme), arrested in beni on 10 may for sending a letter about the human rights situation to the procurator—general of the republic; (d) steve mbikavi, gaby kiamusuku, georges losala, michel drumu, steve mbikayi, ewolo dande mbongo mbumba muntu ne mwine, dianfutisa luweso, longono afo mbongo and mapipi motimana, arrested in kinshasa for trade union activities on 4 june; (e) 19 peasants from rutshuru, held from 9 january to 18 may at the makala prison, kinshasa, without any charge being brought; (f) 41 blind persons from the mama mobutu institute for the blind (institut mama mobutu pour aveugles), arrested on 24 february by gendarmes for protesting against the director; (g) mulumba tshishiku, tshiongo masudi and mr. edumba songi, activists in the “toges noires” organization for the defence of human rights, arrested by military personnel on 3 september for their professional activities; (h) paluku mahiwa, kabuyaya kihundu and mr. kayuyu, local leaders or connected with them, arrested on 1 june in lubero; (i) richard ilunga kitwa, paul mumba, john numbi and mr. mwepo, directing members of the uferi, arrested on 16 november in the 9th military district and, in the case of the latter two, transferred to kinshasa; (j) the union leaders of the directorate general of taxation, mopipi and wolo, arrested on 8 august by the civil guard by order of the director mongbondo for incitement to strike; (k) 16 and 17 july saw the arrest in similar circumstances of albert mopiti, onaputa mudimbi, lubanda manima, salemani mashaka, toussaint kilumdu, mvula and nkelefa, leaders of the “solidarité/dgc” trade union.
