med beaktande av följande: Över en miljon hektar i åtskilliga regioner i portugal kollek-tiviserades i samband med "reform agraria". en stor del av denna mark har återlämnats eller håller på att återlämnas till de tidigare ägarna eller deras arvingar. före kollek-tiviseringen användes en del av denna mark till djur-uppfödning. efter kollektiviseringen har marken i stor utsträckning använts för odling av jordbruksgrödor. för att inte äventyra lönsamheten hos de berörda jordbruksföretagen kräver omställningen av denna mark till traditionell jordbruks-verksamhet, nämligen extensiv uppfödning av nötkreatur eller får och getter vilket rekommenderas av portugal i de berörda regionerna, att det finns ett tillräckligt antal bidragsrättigheter enligt artikel 4d i rådets förordning (eeg) nr 805/68 av den 27 juni 1968 om den gemensamma organisationen av marknaden för nötkött(2) och artikel 5a i rådets förordning (eeg) nr 3013/89 av den 25 september 1989 om den gemensamma organisationen av marknaden för får- och getkött(3). portugal bör ges möjlighet att genomföra ett program för omställningen av denna mark genom att få en särskild nationell reserv av bidragsrättigheter. för att inte orsaka störningar på portugals marknad bör det maximala antal djurenheter som omfattas av omställningsprogrammet begränsas.
whereas more than one million hectares in several regions of portugal have been collectivized in the context of the 'reform agraria'; whereas much of this land has been or is being redistributed to the former owners of their successors; whereas part of this land was dedicated to livestock production before collectivization; whereas, following collectivization, this land was largerly used for the cultivation of arable crops; whereas, if the viability of the holdings concerned is not to be endangered, the conversion of the said land to traditional farming activities, namely extensive farming of cattle and/or sheep and goats, as recommended by portugal in the regions concerned, requires the existence of a sufficient number of premium rights as referred to in article 4d of council regulation (eec) no 805/68 of 27 june 1968 on the common organization of the market in beef and veal (2) and article 5a of council regulation (eec) no 3013/89 of 25 september 1989 on the common organization of the market in sheepmeat and goatmeat (3); whereas portugal should be enabled to implement a programme for the conversion of this land by providing it with a specific national reserve of premium rights; whereas, so as not to disturb the situation on the market in portugal, the maximum number of livestock units (lu) which may be the subject of the conversion programme must be restricted;
