om denna vi-känsla, denna identitet, skall bli verklighet är det helt avgörande att alla européer själva får besluta om de vill ha den här konstitutionen.
if this feeling of being ‘us’, this identity, is to come into being, it is quite vital that all europeans should be able to decide for themselves whether they want this constitution.

ofta brukar styresformerna antingen väga över mot högre eektivitet och bortse från sammanhållningen i gruppen, eller mot stark ”vi-känsla”inom gruppen, till priset av lägre eektivi-tet.
