why not subsidise private sector consultants and further education and higher education consultants rather than have an army of assembly sponsored public body consultants ? why not give research and development grants directly to private companies , as well as educational sectors , to spend in universities and further education colleges ? why is the knowledge exploitation fund funded by the welsh development agency ? why not fund further education and higher education institutions directly to enable them to build capacity and encourage innovation and entrepreneurship ? why is business north wales complaining that elwa aspires to supply quality education and qualifications to everyone , while little is said about involving the people who employ the students ? that is what is happening in wales today
