وقّع الدكتور فيم بيكنـز الأمين العام للمجلس في 10 تموز/يوليه 2001 اتفاقا إطاريا للتعاون مع برنامج الأمم المتحدة للبيئة - المركز الدولي للتكنولوجيا البيئية، مثَّله مديره الدكتور ستيف هولز، معتبرا أن الدور الرئيسي للبرنامج - المركز تعزيز تطبيق التكنولوجيات السليمة بيئيا بغية معالجة المشاكل البيئية الحضرية، مثل المياه الصالحة للشرب، والمياه المستعملة، وتلوث الهواء، والنفايات الصلبة والضجيج، وإدارة أحواض المياه العذبة في البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقالية، فضلا عن التأكيد على أن البرنامج - المركز يعمل بوصفه وسيطا فعالا من أجل التعاون بين موارد التكنولوجيات السليمة بيئيا ومستخدميها، كما يضطلع بدور في تدعيم قدرات الشعوب التي تعيش في المناطق المستهدفة بحيث تتخذ قرارات واعية بشأن التكنولوجيات المستخدمة من أجل الطاقة المستدامة للمجتمع والبنية التحتية.
