i have no doubt that all of us in this parliament want transparent and clear community principles and procedures relating to returns, expulsions and entry bans for illegal immigrants. we have been waiting for them for quite some time. parliament has already spent two years working on these solutions. let us not forget that we shall have to wait a further two years for this directive to enter into force, as that is its implementation period in the member states. although the directive gives rise to reservations on my part – our reservations regarding, for example, the detention period for immigrants, the holding of children without guardians and the ban on re-entry to the european union – i want to ask whether illegal immigrants should continue to await a harmonised immigration policy, including minimum standards. must they witness a discussion that demonstrates that europe is unable to come to an agreement on this matter? i think not.
afelől sincs kétségem, hogy mi itt a parlamentben mindannyian átlátszó és világos közösségi elveket és eljárásokat szeretnénk látni a visszaküldéssel, kiutasítással és az illegális bevándorlókra vonatkozó belépési tilalommal kapcsolatban. elég régóta várunk már rájuk. a parlament már két évet töltött a megoldások kidolgozásával. És ne felejtsük el, hogy még két évet kell majd várnunk, hogy hatályba lépjen ez az irányelv, tekintve hogy ennyi idő alatt kell a tagállamoknak végrehajtaniuk. bár ami engem illet, vannak fenntartásaim az irányelvvel kapcsolatban – fenntartásaink vannak például a bevándorlók őrizetének maximális időtartamával kapcsolatban, a gondviselő nélküli gyermekekkel és az európai unióba való ismételt belépési tilalommal kapcsolatban – ám szeretném megkérdezni, hogy tovább kelljen-e várniuk az illegális bevándorlóknak a harmonizált bevándorlási politikára, azon belül is a minimális követelményekre. tanúi legyenek-e egy olyan vitának, amely azt demonstrálja, hogy európa képtelen egyességre jutni ebben a kérdésben? szerintem nem.
