die dritte große, von ida ii initiierte aktionsgruppe umfasst leitlinien und empfehlungen, die einen ständig wachsenden bedarf nach nationalen it-infrastrukturen und strategien widerspiegeln, um ressourcen für die interoperabilität mit ihren partnern in anderen ländern der eu zu entwickeln oder um für bürger und unternehmen offen und zugänglich zu sein. im mittelpunkt standen dabei der europäische interoperabilitätsrahmen und die architektur-leitlinien, mit deren hilfe empfehlungen für eine effizientere und effektivere kommunikation zwischen öffentlichen verwaltungen entwickelt wurden. außerdem wurde im rahmen von ida ii schon früh interesse an quelloffener software gezeigt und die nutzung im öffentlichen sektor soweit sinnvoll gefördert. in anderen leitlinien, u. a. zu musteranforderungen für die verwaltung von elektronischen aufzeichnungen (moreq) und zur verwaltung von informationsquellen für egovernment (mireg), bzw. die empfehlungen zu open-document-formaten wurden die kontakte zwischen dem öffentlichen sektor und der gesellschaft allgemein behandelt. nicht vergessen werden sollten auch die wichtigen arbeiten, die im rahmen von ida ii zur förderung einer einheitlichen europäischen vorgehensweise bei der elektronischen öffentlichen auftragsvergabe durchgeführt wurden. informationen zu diesen und anderen horizontalen aktionen und maßnahmen können unter http://europa.eu.int/idabc/en/chapter/556 eingesehen werden.
tretia rozsiahla skupina činností iniciovaných ida ii zahŕňala usmernenia a odporúčania, ktoré odrážali narastajúcu potrebu národných infraštruktúr it a stratégií rozvoja zdrojov interoperability s ich partnermi v iných štátoch eÚ alebo potrebu otvárania sa a sprístupňovania občanom a podnikom. stredobodom týchto iniciatív boli európsky rámec na dosiahnutie interoperability a usmernenia, pomocou ktorých sa vyvinuli odporúčania pre účinnejšiu komunikáciu medzi verejnými správami. okrem toho sa v rámci ida ii už skôr prejavil záujem o software s dostupným zdrojovým kódom a vyvinulo úsilie o podporu jeho využitia vo verejnom sektore tam, kde je to potrebné. iné usmernenia, vrátane modelových požiadaviek na manažment elektronických záznamov (moreq) a manažment informačných zdrojov elektronickej verejnej správy (mireg) alebo odporúčania pre otvorené textové formáty, sa zamerali na interakciu medzi verejným sektorom a spoločnosťou. spomenúť by sa mali takisto dôležité kroky, ktoré sa podnikli v rámci ida ii na podporu konzistentného európskeho prístupu v súvislosti s elektronickým verejným obstarávaním. príslušné informácie, ako aj informácie o iných horizontálnych činnostiach alebo opatreniach je možné nájsť online na internetovej stránke http://europa.eu.int/idabc/en/chapter/556.
