eleventh session vienna, 28 november-2 december 2005 item 17 of the provisional agenda matters related to intergovernmental, non-governmental, governmental and other organizations note by the director-general introduction in accordance with article 19 of the constitution, the general conference, at its first session, issued guidelines according to which the director-general, with the approval of the industrial development board, may enter into agreements or establish appropriate relations with certain organizations (decision gc.1/dec.41, annex). paragraphs 4, 11 and 19 of the guidelines stipulate that the director-general shall report to the conference at each regular session on any agreements with intergovernmental or governmental organizations or other organizations of the united nations system entered into by him on behalf of the organization and on any consultative relations established since the preceding regular session. the present document complies with those stipulations, and provides information on related events that have taken place since the tenth session of the general conference. since the issuance of document gc.10/10, no new requests for relationship agreements with intergovernmental organizations (igos) have been considered by the board. thus, the number of igos with which the director-general has been authorized to negotiate such agreements remains at 50, as shown in annex i to the present document. at its twenty-eighth session the board, in decision idb.28/dec.8, decided to grant consultative status to four non-governmental organizations (ngos). at its twenty-ninth and thirtieth sessions no new requests for consultative status by ngos were considered by the board. thus, a total of 140 ngos are currently in consultative المؤتمـر العـام الدورة الحادية عشرة فيينا، 28 تشرين الثاني/نوفمبر - 2 كانون الأول/ديسمبر 2005 البند 17 من جدول الأعمال المؤقت المسائل المتصلة بالمنظمات الحكومية الدولية وغير الحكومية والمنظمات الحكومية وغيرها مذكرة من المدير العام مقدمـة 1- عملا بالمادة 19 من الدستور، أصدر المؤتمر العام، في دورته الأولى، مبادئ توجيهية تجيز للمدير العام، بموافقة مجلس التنمية الصناعية، أن يبرم اتفاقات أو يقيم علاقات مناسبة مع منظمات معيّنة (مرفق المقرر م على-1/م-41). وتنص الفقـــرات 4 و11 و19 من المـبــادئ التوجيهيــة على أن يقدم المدير العام إلى المؤتمر في كل دورة عادية تقريـرا عن أي اتفاقات يكون قد أبرمها، نيابـة عن المنظمـة، مع منظمات حكومية دولية أو منظمات حكومية أو غـيرها من مؤسسات منظومة الأمم المتحدة، وعن أي علاقـات استشاريـة أُقيمـت منـذ انعقـاد الـدورة العاديـة السابقـة. وتأتي هذه الوثيقة امتثالا لتلك الأحكام، وتقدّم معلومـات عمّا حدث في هذا الشأن منذ انعقـاد دورة المؤتمر العـام العاشرة. أولا- المنظمات الحكومية الدولية 2- منذ صدور الوثيقة gc.10/10، لم ينظر المجلس في أي طلبات جديدة لإبرام اتفاقات علاقة مع منظمات حكومية دولية. وبذلك، يظل عدد المنظمات الحكومية الدولية التي أُذن للمدير العام بأن يتفاوض معها على اتفاقات كهذه 50 منظمة، كما هو مبيّن في المرفق الأول لهذه الوثيقة. ثانيا- المنظمات غير الحكومية 3- قرّر المجلس، في دورته الثامنة والعشرين، في المقـرر م ت ص-28/م-8 أن يمنح أربع منظمات غير حكومية مركزا استشاريا. ولم ينظر المجلس، في دورتيه التاسعة والعشرين والثلاثين، في أي طلبات جديدة من منظمات غير حكومية لمنحها مركزا استشاريا. وبذلك تتمتّع بمركز استشاري لدى اليونيدو في الوقت الحاضر 140 منظمة غير حكومية كما هو مبيّن في المرفق الثاني لهذه الوثيقة. المرفق الأول المنظمات الحكومية الدولية التي أذن بأن تعقد معها اتفاقات علاقة (حتى 1 أيلول/سبتمبر 2005: 50 منظمة) * أُبرم اتفاق. المرفق الثاني المنظمات الدولية غير الحكومية التي تتمتّع بمركز استشاري لدى اليونيدو (حتى 1 أيلول/سبتمبر 2005: 140 منظمة) ـــــــــــــــــــــــــــــــــــــــــــ ? المعروفة سابقا باسم المنظمة الدولية لاتحادات المستهلكين. arabic arabic arabic لدواعي الوفر، طبع من هذه الوثيقة عدد محدود من النسخ.
