alison halford : is the secretary aware that the shortage of funding -- albeit the responsibility of the local authority -- means that children in my constituency suffer shortage of textbooks and that it has been proven that if children are provided with a sufficient number of textbooks so that they do not have to share , their exam grades improve ? is there a way forward ?
