98- يوصي الفريق، في ضوء ما ورد أعلاه، بمنح وزارة التموين مبالغ التعويضات التالية:

وتدعي وزارة التموين أنها اضطرت إلى زيادة الإعانات الخاصة بالمواد الغذائية نتيجة تدفق العائدين بأعداد كبيرة إلى الأردن، والآثار السلبية المترتبة على غزو العراق واحتلاله للكويت في الاقتصاد الأردني وفي دخول جزء كبير من السكان.

78- تدعي وزارة التموين أنها تكبدت رسوم إيجار بلغت ما مجموعه 950 338 ديناراً أردنياً بشأن عشر صوامع خزن لازمة لتخزين مؤن غذائية إضافية من أجل إطعام الأشخاص الذين تم إجلاؤهم والعائدين(39).

(ز) وضعت وزارة التموين والتجارة الداخلية تعليمات واضحة وصريحة للإجراءات اللازمة لتأسيس الجمعيات التعاونية الاستهلاكية وأصول العمل فيها؛ ويمكن في كل الأحوال تعديل هذه الصكوك في حال ظهور أمر مستجد يستدعي هذا التعديل ويكون بناء على دراسة واقعية ميدانية يقوم بها المشرفون التعاونيون وتناقش ويعطى التوجيه بشأنها من المسؤولين في وزارة التموين.
(f) the ministry of supply and domestic trade has issued clear and explicit instructions concerning the procedural requirements for the establishment and operation of consumer cooperative associations, although these regulations can be modified, if any new developments so require, on the basis of a field study undertaken by the cooperative supervisors and subsequently discussed with the ministry in the light of the recommendations made by its officials.

كما تعمل وزارة التموين بنظام توزيع الكوبونات لكل عائلة استناداً لدفتر العائلة أو جواز السفر ﻷبناء غزة بواقع )٥,١( كيلوغرام شهرياً لكل مواطن كل أربعة أشهر عدا عن أن الحكومة وفي السنة اﻷخيرة أصبحت تقدم دعماً مالياً للمواطنين ذوي الدخل المحدود وعلى رواتبهم الشهرية لشراء الخبز.

٩٥- تعمل وزارة التموين ومنذ تأسيسها عام ٤٧٩١ على تنفيذ السياسة التموينية التي تركز على هدف وطني وهو توفير الطمأنينة الغذائية ﻷفراد المجتمع اﻷردني كافة، وعلى مدار السنة، وذلك بتوفير احتياجات المملكة من المواد الغذائية اﻷساسية وتأمين مخزون احتياطي من هذه المواد وبأسعار مناسبة لجميع أفراد المجتمع.
59. since its establishment in 1974, the ministry of supply has sought to implement a supply policy focused on the national objective of assuring all members of jordanian society of year-round food security by providing the country's essential food item requirements and ensuring a reserve supply of such items, at prices suited to all members of society.
