on 2010-11-4, we were 12 minutes late to move our car, because we got lost in lucca. we found a ticket on the windshield for ε 24.00 and proceeded to the lucca police station to pay the fine. the english speaking officer informed us that it was not the police department but the parking authority which needed to be paid. we drove around the city wall and found the parking authority office. the clerk refused to accept cash and sent us to the “credit card pay machine”, which rejected our credit card. the lady still did not accept a cash or manual credit card payment and closed down the office window at about 16:30. i have 5 independent witnesses to this incident. since we could not pay in lucca, we notified the sitcar company to pay the ε 24.00 fine and charge it to our credit card on file. we were charged ε 30.00 (us$ 42.56) on 09 feb. 2011, which we assumed to be for the ticket. the first notice for the ticket to arrive in the us was for ε 69.29, which is outrageous since we never were given a chance to pay the ε 24.00. at this time we had done everything we could have done to pay the fine against the odds of lucca’s employee refusal to accept payment. when the polizia payment notice arrived in the us, we contacted sitcar, which informed us that they could not pay the fine. (e-mail transcrpipts are available) the charge was for management costs to provide lucca police with our us address. since you request appeals in italian, additional delays occurred since we had to find an interpreter. we also thank infoemo-en.it for help in obtaining this response form. by the power of the above, we ask you kindly to cancel the above ticket and settle the case, since we were not trying to evade the ticket, but couls not pay it. sincerely; attachments: violation of highway code notice / credit card charges from sitcar / payment deadline reminder
