(27) In ordine agli altre due argomenti addotti dalle autorità italiane non ancora trattati, si constata anzitutto che, stando a quanto è stato dichiarato, i ritardi nell'ultimazione dei lavori di banchinamento predisposti dal Magistrato delle Acque di Venezia sull'isola di Pellestrina, ed in particolare quelli effettuati negli scali e nelle aree utilizzate dal cantiere, hanno influito sulla consegna delle tre motonavi C. 190, C. 196 e C. 197 in discorso.
