bulgaria has set a goal of completing its accession negotiations by may 2004, when the ten central and eastern european countries in the first wave of eu enlargement are due to join the bloc. bulgaria was granted recognition as a functioning market economy in the ec's annual report last year, and its packaging with romania -- which has not yet fulfilled this basic criterion for eu membership -- has drawn concern among experts in sofia that this may delay the country's integration process. "romania can be considered as a functioning market economy once the good progress made has continued decisively," according to the new ec's report. the economic gap between bulgaria and romania is not large enough to cause delays in bulgaria's accession process, head of the ec delegation to sofia dimitris kourkoulas stressed wednesday, noting that there are always differences between individual eu entrants. "it is important to recall that negotiations should go hand in hand with real progress made by the countries on the ground," eu commissioner for enlargement guenter verheugen said wednesday. he added that romania should improve some macroeconomic indicators, listing also privatisation, the fight against inflation and fiscal discipline as reforms that require completion. "romania will continue to prepare itself very seriously and systematically," prime minister adrian nastase said in a statement following the release of the report. the ec said it will present a three-year common financial framework in early 2004 for bulgaria and romania in order to prepare for the completion of accession negotiations. in its report on turkey, the commission praised efforts and progress towards meeting the political and economic criteria for entry into the union, stressing however that much more must be achieved to meet eu standards. while welcoming the passage of major political reforms, the ec said there were still problems with proper implementation.
