in this connection, the advisory committee recalls paragraph 53 of general assembly resolution 56/253, in which the assembly reaffirmed that the vacancy rate was a tool for budgetary calculations and should not be used to achieve budgetary savings; in paragraph 54 of the same resolution, the assembly reaffirmed that deliberate management decisions should not be taken to keep a certain number of posts vacant, as that action made the budget process less transparent and management of human and financial resources less efficient.
