wanneer het computersysteem van de douane niet functioneert of wanneer de elektronische applicatie van de indiener van de aangifte ten uitvoer niet functioneert, aanvaardt de douane een aangifte ten uitvoer op papier, op voorwaarde dat deze op een van de volgende wijzen wordt ingediend:
