vanaf 1 juli 2009 mag een douaneaangifte ten uitvoer alleen nog op papier worden ingediend wanneer het computersysteem van de douane dan wel de elektronische applicatie van de indiener van de aangifte niet functioneert.
starting from 1 july 2009, the lodgement of a paper-based export customs declaration is allowed only where the computerised system of the customs authorities is not functioning or where the electronic application of the person lodging the declaration is not functioning.

wanneer het computersysteem van de douane niet functioneert of wanneer de elektronische applicatie van de indiener van de aangifte ten uitvoer niet functioneert, aanvaardt de douane een aangifte ten uitvoer op papier, op voorwaarde dat deze op een van de volgende wijzen wordt ingediend:
where the custom authorities' computerised system is not functioning or where the electronic application of the person lodging an export declaration is not functioning, the customs authorities shall accept a paper-based export declaration provided that it is made in one of the following ways:

(4) wanneer de indiener van een aangifte de douaneautoriteiten de gegevens van een aangifte ten uitvoer of van een aangifte bij uitgang niet via de normale geautomatiseerde procedure kan verstrekken doordat het computersysteem van de douane of zijn eigen elektronische applicatie niet functioneert, moet hem worden toegestaan de vereiste gegevens via een alternatieve papieren procedure aan de douane te verstrekken.
(4) where the persons lodging the declaration cannot provide the customs authorities with export and exit summary declarations data using the normal computerised procedures because the computerised system of the customs authorities or the electronic application of the person lodging the declaration is not functioning, they should be permitted to use an alternative paper procedure that enables them to provide the necessary information to the customs authorities.
