identical letters dated 26 july 2006 from the chargé d'affaires a.i. of the permanent mission of lebanon to the united nations addressed to the secretary-general and the president of the security council on instructions from my government, i transmit to you herewith a list of israeli acts of aggression against lebanon which took place from 23 to 25 july 2006, targeting infrastructures, towns and villages with their inhabitants and the areas surrounding them with various types of air, sea and land weapons. also attached is a list showing casualties, including the dead and wounded, and significant material damage caused (see annex). i should be grateful if you would have this letter and its annex circulated as a document of the sixtieth session of the general assembly, under agenda item 14, and of the security council. the secretary-general and the president of the security council israeli acts of aggression against lebanon committed from 23 july 2006 to 8 a.m. on 25 july 2006 israel continued its attacks on lebanon on 23 july 2006, targeting infrastructures, densely populated towns and villages and the areas surrounding them with various types of air, sea and land weapons and also continuing its air, sea and land siege. the principal places targeted and the resulting damage are described below: the following roads were targeted: - the beit yahoun — aaita al-jabal road, the maalliye road, the kafra — jbal al-botm road, with artillery fire; - the tebnine — haris road near the ghanaian battalion command post; - the highway between zefta and nabatiye. there was artillery shelling near the army's mansouri checkpoint (m m — f m j), without producing any casualties. the electrical power station in soultaniye and a cellular telephone antenna (alfa) were targeted. the army station at the toura-tyre junction was targeted. only material damage was sustained. the ogero telephone towers in tellet sabah/jezzine hill were targeted. the fomaco factory building was targeted, resulting in the incineration of the entire building and significant damage to the neighbouring building. a popular front general command position in jbailat ain al-baidaa was targeted, resulting in an outbreak of fire around the site. the sound of explosions was heard coming from mines around the site. the al-rachidiye camp was targeted by artillery bombardment, resulting in six injuries. israeli military planes and helicopters attacked the following towns: the south al-sultaniye, aaita al-chaab, tebnine, al-bazouriye, al-abbassiye, deir qanoun al-nahr, maarake, bedias, barich, tair debba, maaroub, aaitit, tallat qadmous, borj al-chemali, beit yahoun, aaita al-jabal, ain baal, al-qlaile, ouadi al-qaisiye, al-halloussiye, hmaire, saddiqine, al-sarafand, chihine, al-mansouri, kafra, jbal al-botm, sabah/jezzine, al-bourghaliye, borj rahhal, jmaijme, safad al-battikh, baraachit, chaqra, ras al-naqoura, maroun al-ras, al-bazouriye, ouadi al-kfour (nabatiye), and toura junction. mount lebanon haret harik (sponge works, the sayyid al-shuhada' complex and other centres) bekaa kfar zabad (the general command post) the following towns were targeted by artillery and naval bombardment: ouadi al-salouqi, the outskirts of beit yahoun, aaita al-jabal, the outskirts of haddata, haris, beit hanoun, al-tiri and ain ebel, the outskirts of maarake, the outskirts of khiyam, al-wazzani, the khiyam lowlands, near the army's al-mansouri checkpoint, ramiye, chaqra and majdel selm, the outskirts of qlaile, al-majidiye, kfar chouba, al-hebbariye, helta, yohmor and hamra farmlands, the outskirts of baraachit, the outskirts of ain baal, bent jbail and its outskirts, tebnine, al-abbassiye, maroun al-ras, ainata and kounine, aaitaroun, and bent jbail. casualties the attacks resulted in 11 dead and 98 injured, bringing overall losses to 285 dead and 1,102 injured. activities of the united nations interim force in lebanon (unifil) the chinese battalion of unifil is undertaking the task of clearing the rubble of a bombed building in the haouch-tyre area that has victims underneath. a member of the international observer team was wounded in maroun al-ras during a skirmish and was transported to israel for treatment. activities of a united nations delegation a relief mission from the united nations headed by jan egeland, under-secretary-general for humanitarian affairs and emergency relief coordinator, and including mona hammam, resident representative and resident coordinator of the united nations development programme in lebanon, imran baza (from the office of terje roed-larsen, united nations special coordinator for the middle east peace process), three officials from the humanitarian aid office, and approximately 50 journalists (local, arab and foreign) visited the haret harik area, where it viewed the destruction in the neighbourhood. in the course of the trip the delegation made enquiries about the residents and owners of the destroyed buildings and the number of injuries, and responded to journalists' questions. the following should be noted: foreign nationals continued to leave lebanese territory by land into syria and by sea, and some were evacuated by helicopter. preparations are being made for further evacuations. an increase has been recorded in the number of persons displaced from villages and towns that either have been targeted or might be subject to bombing in the future. this number is likely to increase further in view of the continued attacks and the rising number of victims. list of persons killed from 23 july 2006 through targeted: • the sarba-roumine-ain qana triangle; • the kfar fila-ain qana road; • a road between qana and jarjouaa; • the ansar-al-zrariye road. the al-kawthar laundry in al-nabatiye al-faouqa was targeted, resulting in the wounding of `imad husayn `alfi (iraqi), as was the house of muhammad ghandur, resulting in eight dead and seven injured. in ouadi chahrour a civilian truck owned by abduh abu khalil parked near the yamin gas station was targeted at the, resulting in its complete incineration. there were no injuries. israeli helicopters flew intensively over several areas and launched heat balloons in mock attacks. israeli military planes and helicopters attacked the following towns: in the south: al-douair, haouch basma, ain baal, braachit, aaitit, al-bazouriye, beit yahoun, ouadi jilo, al-rmadiye, al-chaaitiye, derdghaya, hmaire, bedias, al-halloussiye, maaroub, batoulay, deir qanoun, tair harfa, ansar, al-zrariye, ouadi qaisiyye, koutariyet al-rizz, kfar roummane, al-meri, rachaya al-foukhar, al-khraibe, al-nabatiye al-faouqa, ain al-mizrab, ras al-ain, deir qanoun, jarouf, al-qlaile, kfar jaouz, aaita al-jabal, tyre, al-kharayeb, kfar sir, silaa, aazze, aarab al-jall, written on it: “radio sound vaisala us poten.” inside was a small device with an antenna that was believed to be designed to receive and transmit radio waves for purposes of target-location and espionage. it was battery operated and capable of linking up to another receiver or transmitter. it was turned over to the hasbaiya security detachment (fmj), where it was rendered inoperable and its battery was removed and wires cut. in the tel amara station of the lebanese agricultural research institute in zahle several marks painted with a red or blue phosphorescent spray were found on the station's walls and in surrounding areas, arousing suspicions. a military patrol (mm — qmb`) arrived at the scene and found a ciatronic projector, three packets of nine-volt batteries, and three spray canisters on the institute campus. the following should be noted: foreign nationals continued to leave lebanese territory by land into syria and by sea, and some were evacuated by helicopter. july 2006, persons of various nationalities passed through the al-aarida and al-aabboudiye border crossings into syrian territory. they included the following: 75 bulgarians, 400 egyptians, 175 between 1300 and 1600 hours the following groups of foreigners passed through the border crossings at al-aarida and al-aabboudiye into syrian territory: 90 egyptians, 120 armenians, and 300 filipinos.
