ينبغي أن تشمل خطة التنفيذ الوطنية عملية جرد في قوائم لمصادر انبعاثات الزئبق في الغلاف الجوي في البلد وإجراء تقييم لمجموع الانبعاثات في الغلاف الجوي، استناداً إلى المنهجية الموافَق عليها من مؤتمر الأطراف، أو المعدّة من هيئة فرعية ينشئها مؤتمر الأطراف ولكن معتمَدّة بإقرار مؤتمر الأطراف.
