further to my successive letters to the security council regarding chad's violations of the dakar agreement between chad and the sudan, the most recent of which was dated 27 march 2008, i am now writing once again to draw the attention of the security council to a new fundamental shift in the nature of chad's conspiratorial schemes, which is aimed at carrying out subversive military operations deep inside sudanese territory. the relevant sudanese services have observed that president idriss déby is personally supervising direct coordination with the justice and equality movement in order to attack dongola and other cities in the northern province, by mobilizing forces inside chadian territory and over the border towards the sudanese town of milliet in the north-west of darfur and towards dongola. the justice and equality movement has to that end received from the government of chad 156 land cruiser vehicles, together with considerable military support such as ammunition and heavy weapons, including air defence missiles. it has been decided that these plans will include attacks on a number of towns and sites in west darfur, such as the area of jirjir.
وصلاً لرسائلي المتلاحقة إلى مجلس الأمن بشأن الخروقات التشادية لاتفاق داكار الموقع بين البلدين وما سبقه من اتفاقيات وآخر ذلك رسالتي لكم بتاريخ 27 آذار/مارس 2008، أكتب لكم مجددا اليوم لألفت نظر المجلس إلى نقلة نوعية جديدة في المخططات التآمرية التشادية ترمي إلى تنفيذ أعمال عسكرية تخريبية في العمق السوداني، حيث رصدت أجهزتنا المختصة أن الرئيس إدريس دبي يشرف بنفسه على التنسيق المباشر مع قيادة حركة العدل والمساواة بهدف مهاجمة مدينة دنقلا ومدن أخرى بالولاية الشمالية وذلك من خلال تحريك قوات من داخل الأراضي التشادية وعبر الحدود إلى مدينة مليط السودانية في الشمال الغربي لولاية دارفور ومنها مباشرة إلى مدنية دنقلا، وقد تسلمت حركة العدل والمساواة من الحكومة التشادية 156 عربة لاند كروز لهذا الغرض، كما تسلمت تعزيزات عسكرية مهولة من العتاد والأسلحة الثقيلة بما فيها صواريخ الدفاع الجوي، ومن المقرر أن تتم ضمن هذا المخطط مهاجمة عدة مدن ومواقع بولاية غرب دارفور من بينها منطقة (جرجير).
