30. vyhodnocení zjistilo, že existují problémy související se samotnou povahou ae opatření a že by se neměly podceňovat obtíže, které pro kontrolní orgány představují agroenvironmentální závazky. uvádělo se v něm rovněž, že dílčí opatření, která od zemědělce vyžadují, aby o určité množství snížil vstupy nebo nepřekročil množství hnojiva na hektar, bylo těžké zkontrolovat, jelikož analýzy půdy nemohly spolehlivě určit dodržování mezních hodnot vstupů. dále se v hodnocení konstatovalo, že kontroly dokladů, tj. spoléhání se na prohlášení zemědělce a kontrola záznamů o nákupech, nepostačují k odhalení chyb nebo nesrovnalostí. podobně u některých opatření, v jejichž rámci zemědělec musel dodržovat řadu obecných závazků, jako udržování živých plotů, nebyly skutečné požadavky natolik jasné, aby příjemce pochopil, co se od něho požaduje.
