member states shall bring into force the laws, regulations and administrative provisions necessary to comply with this directive not later than two years after the adoption thereof or ensure, at the latest two years after adoption of this directive, that the two sides of industry introduce the requisite privisions by means of collective agreements, with member states being required to make all the necessary provisions to enable them at all times to guarantee the results laid down by this directive.
