det avgiftsbelopp som skall tas ut för import från något av de tredje länder som avses i första stycket kommer att fastställas sedan det globala likställighetsavtalet ingåtts med det nämnda tredje landet i enlighet med det förfarande som avses i punkt 3 och med beaktande av följande principer:
the amount of the fee to be charged on imports from any of the third countries referred to in the first subparagraph shall be fixed, following the conclusion of the comprehensive equivalence agreement with the said third country, by the procedure referred to in paragraph 3, taking into account the following principles:

när dessa beslut fattas skall kommissionen särskilt ta hänsyn till de garantier som tredje länder lämnat om att acceptera principerna för regionalisering, likvärdighet, ömsesidighet och andra gemenskapsprinciper, särskilt när dessa tredje länder är partier i ett globalt likställighetsavtal med gemenskapen om veterinära garantier (djurhälsa och folkhälsa).
when those decisions are taken, the commission shall take account in particular of the guarantees given by third countries as regards acceptance of the principles of regionalization, equivalence, reciprocity and other community principles, in particular where these third countries are covered by a comprehensive agreement with the community on the equivalence of veterinary guarantees (animal and public health).
