section 4 of the mesta act provides that during a period of three years after commencing employment in mesta as on 1 january 2003 employees who are subsequently dismissed and meet certain conditions (for example minimum employment of one year) have the right to be offered an appropriate position within the state administration (‘fortrinnsrett til annen statlig stilling’) or, if a position cannot be offered, the right to receive compensation for salary (‘ventelønn’).
