given the limited opportunity for discussion of the curriculum in the post-16 education and training committee of which i am a member , does rosemary butler believe that the committee should be granted further scope to examine questions relating to the curriculum and qualifications such as the proposals for changes to a-levels and the welsh baccalaureate ? given that the curriculum itself should be the determining factor in any structural change within education , can rosemary butler justify that such matters are illogically confined within the remit of the under-16 education committee ?
