notwithstanding the possibility provided for in article 282(3) for the acp state to request a revision of the indicative programme, this programme shall be revised in accordance with article 282(3) no later than three years after the entry into force of the second financial protocol or when the total amount of financing decisions taken in the context of the acp state's indicative programme has reached 80 % of the first instalment of the indicative allocation, provided that level is reached before the end of the aforesaid three-year period.
