moses was "as god" to pharaoh, in that he was the person who revealed god's will and sovereignly gave pharaoh orders (v. 1). pharaoh was to be the executor of that will. aaron would be moses' "prophet" as he stood between moses and pharaoh, and communicated moses' and god's will to the king.
