add at the end of article 3, paragraph 8: any party included in annex i may use 200x as its base year for nitrogen trifluoride, hydrofluoroethers and perfluoropolyethers for the purposes of the calculation referred to in paragraph x above.

they have ultra-low global-warming potential (<10) and are expected to replace high-gwp hfc and low- or moderate-gwp hydrofluoroether solvents.
