Πράγματι, τα άτομα και οι επιχειρήσεις δεν πρέπει να εμποδίζονται ή να αποθαρρύνονται να ασκήσουν τα δικαιώματά τους λόγω της ασυμβατότητας ή της πολυπλοκότητας των νομικών και διοικητικών συστημάτων των κρατών μελών.
