to whom it may concern… around 0730h 28th august 2024 there was a discussion between me and safety officer edison plaza. at 0710h 28th august 2024 capt joey of tugboat was shifting the barge on my starboard side and he left the one barge with one line on aft and he pull out the other barge was dock at repair area which is in my portside pier. at the time i already notice that there is possible will touch on starboard bow due to current and wind but he suddenly ask me and approach with pointing his hand that barge was almost touch on my starboard bow and i said to him that is my responponsibilities and that is not yours. i am so grievances and dissapointed to him that there is a lapses of safety officer edison plaza that he will not impede or distruct the descretion of master and crews onboard inside premises of the ship but in outside premises or in field he can do it anything to do so regarding the rules and regulation for safety awareness that he implemented on field to avoid accident. despite of this, hopolly he will give limitation of his duties and responsibilities to do so to his designation itself.
