the stages in the preparation of an eesc opinion aregenerally as follows: a request for an opinion is sent to the eesc president, usually by the council but also by the committee and, since the treaty of amsterdam, by the european parliament; the eesc bureau designates the specialised sectionresponsible for the preparatory work; the section sets up a study group (usually of ninemembers) or a drafting group and appoints a rapporteur, who either works alone or with an expert of hisor her choice and, where appropriate, expertsappointed by the groups; on the basis of the work of the study group, draftinggroup or rapporteur, the section adopts an opinion bya simple majority, which is then put on the agenda fora plenary session; at the plenary session, the committee adopts itsopinion by a simple majority on the basis of the opinion adopted by the section; in certain cases, a rapporteur-general is appointed,who submits a draft opinion directly to the sessionwithout going through a section.
