since 2004, the effort of reform and capitalization of the state-owned enterprises, which contributed to the development of state-owned economy, tended to decrease to 37.9% in 2009; the share of civil economy tended to gradually increase from 31% in the end of 1990s to 51.9% in 2009; the foreign-invested sector was developed and made up 5-6% of gdp, this sector always kept its high growth rate and positively contributed to the development of city’s economy, it also helped to expand domestic market and the import and export market, and impulsed the development of services, contributing to budget collection, thus approached the new technology for improving competitive capacity on the market.
