voor aanvang van dit debat heb ik nog eens een bijzonder interessant document doorgelezen, namelijk de tekst van de aanklacht die in 1996 bij het hof van justitie is ingediend tegen de commissie door de franse landbouwvakbond voor plattelandscoördinatie en philippe de villiers.in de aanklacht werd de commissie ervan beschuldigd dat ze slecht heeft gehandeld in de gekkekoeiencrisis, dat ze het vrije verkeer van goederen heeft laten prevaleren boven de volksgezondheid en dat ze heeft nagelaten het voorzorgsbeginsel toe te passen.
