over het voorstel van de commissie hebben wij een positief oordeel gegeven, vooral omdat het perspectief van opening van de markt voor havendiensten door enkele amendementen van het parlement mogelijk en coherent is geworden. dat is op zich natuurlijk niet altijd goed, maar het is positief voor de herkwalificatie van de dienstverlening en om concurrentie-elementen te introduceren, op voorwaarde dat enkele sociale clausules, enkele prioritaire milieubeschermingseisen en normen van professionaliteit worden gegarandeerd en vergunningsgaranties worden gegeven, zoals uit enkele amendementen naar voren komt.
we support the commission' s proposal, particularly insofar as some of the amendments tabled by parliament have helped to make opening up the port services market a viable possibility, and, although this does not in itself appear to be the most remarkable result, it is positive in terms of revamping services and of introducing elements of competition, provided, as some of the amendments advocate, that certain social clauses remain untouched, that certain requirements relating to environmental safety, professional standards and continuity of authorisations continue to be met.
