so far as the general affairs council of' 20 november is concerned, a common position on nigeria was adopted on the basis of article 1(2) of the treaty, which provides for a full arms embargo, the extension of restrictions on visas for members of the regime and their families, the suspension of cooperation on development, with certain exceptions such as the promotion of human rights and democracy, the relief' of poverty and the provision of necessary means to the poorer sections of the population by non-governmental agencies and organizations, and in addition, the reconfirmation of the 1993 measures with legally binding conditions, in other words the suspension of non-essential visits at the highest level, the suspension of military cooperation, restrictions on visas for military personnel, etc.
på rådsmødet den 20. november vedtoges en fælles holdning, jvf. artikel i, stk. 2, i traktaten, vedrørende nigeria, der omhandler fuld våbenembargo, udvidede restriktioner hvad angår udstedelse af visa til medlemmer af regimet og deres familier, indstilling af udviklingssamarbejdet med visse undtagelser, såsom arbejdet for at fremme menneskerettighederne og demokratiet, afhjælpe fattigdommen og bistand til de fattigste dele af befolkningen via ikkestatslige aktører og organisationer, samt en bekræftelse i juridisk bindende termer af foranstaltningerne fra 1993, dvs. suspendering af besøg på højt niveau, som ikke er strengt nødvendige, suspendering af det militære samarbejde, begrænsninger på udstedelse af visa til militærpersoner osv.
