23- وذكر العديد من المنظمات غير الحكومية، ومنها الاتحاد الآسيوي لمكافحة حالات الاختفاء غير الطوعي، واتحاد رابطات أقارب المحتجزين المختفين في أمريكا اللاتينية، وهيئة الخدمة الدولية من أجل حقوق الإنسان، ورابطة نيديا إيريكا بوتستا الدولية لحقوق الإنسان أنه ينبغي للفريق العامل، قبل أن يقرر وقف النظر في حالة من الحالات أو العمل على ايضاحها، أن يبذل قصارى جهده للتحقيق في الأسباب التي تكمن خلف ما قامت به، أو ما لم تقم به، مصادر المعلومات أو الأسر المعنية من أعمال؛ وينبغي أن تكون هناك قيود أشد على القرارات المتعلقة بوقف النظر في الحالات لمجرد أن مصدر المعلومات قد قصّر في الرد.
