184. in addition to violations of the rights to life, physical integrity, freedom of opinion and expression, security of person and others, some examples of acts of repression against ngos are: (a) the president of les amis de nelson mandela (anm), roberto ilunga numbi, was summoned to afdl headquarters (note: not to the government), where he and his vice—president were questioned for more than five hours for allegedly insulting president kabila at a human rights study meeting on 25 may, and for saying that there were foreigners in the government of the democratic republic of the congo and that afdl had no respect for democracy; the organization's activities were suspended from that time by afdl (not by the government) and all its documentation was confiscated, although it was later returned; the lives of its president and vice-president were threatened; (b) many foreign ngos were forced to contribute to the war effort by caring for or feeding soldiers; (c) vsv and azadho received various kinds of threats, to the point that the latter's president, guillaume ngefa, was forced to seek refuge abroad; (d) william kalume lualab, of vsv, was arrested on 28 june and held incommunicado; (e) the same thing happened to laurent kantu, president of cadres pénitentiaires, who was arrested in kokolo camp simply for making inquiries about other prisoners; (f) justin mubikayi, secretary of the comité pour la démocratie et les droits de l'homme (cddh), and the saint albert parish priest, who were showing a pacifist film (children of soweto) in civic education programmes, were arrested and questioned by alliance members who considered that the film was an incitement to rebellion against the regime (28 july); the film was confiscated; (g) bulambo katambo ambroise and didi mwati bulambo were arrested on 6 may by a rwandan commander for requesting permission to publish the caddhom newsletter mwangaza; in addition, their belgian-donated motorcycle was confiscated; (h) bertrand lukando and ramazani diomba, of crongd/maniema, were arrested and tortured in august (see section on torture); (i) didi mwati was rearrested on 23 august on orders from christian rwena, head of afdl, and released 22 days later after having suffered horrendous psychological torture which made him seriously consider suicide; the only possible reason for his arrest - which was never explained - was his courage in denouncing abuses and caddhom's dynamism and credibility; (j) two other caddhom members, kylosho kyalondawa and donatien mazombi mutekulwa, had to seek refuge from an imminent threat of abduction; (k) between 1 and 3 november, soldiers under the command of a katangese civilian on three occasions overstepped their authority and searched the premises of la voix des sans voix, where they beat and tortured its president, floribert chibeya, and his assistants dolly ibefo, eugène mutombo, honoré kapuko, mbongo haroun, olivier kunga, léon kasongo and flavie lusikila.
١٨٤- وعﻻوة على انتهاكات الحق في الحياة، والسﻻمة البدنية، وحرية الرأي والتعبير، وأمن الشخص على نفسه، وغيرها من الحقوق، ترد فيما يلي بعض اﻷمثلة على أفعال القمع التي ارتكبت ضد المنظمات غير الحكومية: )أ( استدعي رئيس رابطة أصدقاء نلسون منديﻻ، روبرتو إيلونغا نومبي، إلى مقر حلف القوى الديمقراطية لتحرير الكونغو - زائير )ﻻحظ أنه لم يستدع إلى مقر الحكومة(، حيث تم استجوابه هو ونائبه ﻷكثر من خمس ساعات بزعم سبهما للرئيس كبيﻻ في اجتماع لدراسة حقوق اﻹنسان عقد في ٢٥ أيار/مايو، ولقولهما إنه يوجد أجانب في حكومة جمهورية الكونغو الديمقراطية وإن حلف القوى الديمقراطية ﻻ يحترم الديمقراطية؛ وعلق حلف القوى الديمقراطية )ﻻ الحكومة( أنشطة المنظمة منذ ذلك الوقت وصودرت جميع وثائقها وإن كانت قد أعيدت إليها ﻻحقا؛ وهددت حياة رئيسها ونائب رئيسها؛ )ب( أجبرت عدة منظمات أجنبية غير حكومية على اﻻسهام في مجهود الحرب بتوفير الرعاية واﻷغذية للجنود؛ )ج( تلقت منظمة صوت من ﻻ صوت له والرابطة الزائيرية لحماية حقوق اﻹنسان شتى أنواع التهديدات لدرجة اضطر معها رئيس الرابطة الزائيرية، غييوم نغيفا، إلى التماس مﻻذ في الخارج؛ )د( قبض على وليم كالوم لوالب، من منظمة صوت من ﻻ صوت له، في ٢٨ حزيران/يونيه وحبس حبسا انفرادياً؛ )ﻫ( حدث نفس الشيء للوران كانتو، رئيس مﻻك السجون، الذي قبض عليه في مخيم كوكولو لمجرد إجرائه تحريات عن سجناء آخرين؛ )و( قبض على جوستان موبيكايي، أمين لجنة الدفاع عن الديمقراطية وحقوق اﻹنسان، وعلى قس أبرشية سانت ألبرت، اللذين كانا يعرضان فيلما سلميا )أطفال سويتو( في برامج التثقيف المدني، وتم استجوابهما من جانب أعضاء الحلف الذين اعتبروا عرض الفيلم بمثابة حض على التمرد على النظام )٢٨ تموز/يوليه(؛ وقد صودر الفيلم؛ )ز( قبض قائد رواندي على بولمبو كتامبو أمبرواز وعلى ديدي مواتي بولمبو في ٦ أيار/مايو لطلبهما إذنا بنشر الرسالة اﻹخبارية لمجمع العمل من أجل تنمية حقوق اﻹنسان وعنوانها مونغازا؛ باﻹضافة إلى ذلك، صودرت دراجتهما ذات المحرك المقدمة لهما من بلجيكا على سبيل الهبة؛ )ح( قبض على برتراند لوكاندو وعلى رمزاني ديومبا من المجلس الوطني للمنظمات غير الحكومية للتنمية/مانييما، وعذبا في آب/أغسطس )انظر الفرع المتعلق بالتعذيب(؛ )ط( أعيد القبض على ديدي مواتي في ٢٣ آب/أغسطس بناء على أوامر صدرت عن كريستيان روينا، رئيس حلف القوى الديمقراطية لتحرير الكونغو - زائير، ثم أفرج عنه بعد ٢٢ يوما بعد أن عانى عذابا نفسيا مريرا جعله يفكر جديا في اﻻنتحار؛ والسبب الوحيد المحتمل لتوقيفه - الذي لم يوضح قط - هو شجاعته في استنكار التجاوزات ودينامية وموثوقية مجمع العمل من أجل تنمية حقوق اﻹنسان؛ )ي( اضطر عضوان آخران في المجمع هما كيلوشو كيالونداوا ودوناتيان مزومبي موتكولوا إلى التماس اللجوء هربا من خطر اختطافهما الوشيك؛ )ك( قام جنود تحت قيادة مدني كتانغي في ثﻻث مناسبات بين ١ و ٣ تشرين الثاني/ نوفمبر بتخطي سلطتهم وتفتيش بناية منظمة صوت من ﻻ صوت له حيث ضربوا وعذبوا رئيسها، فلوريبير شيبييا، ومساعديه دوللي إيبيفو، وأوجين موتمبو، وهونوريه كبوكو، ومبنغو هارون، وأوليفييه كونغا، وليون كسونغو وفﻻفي لوزيكيﻻ.
