a macroblock is the smallest independent unit of (color) video.
makroblok jest najmniejszą niezależną jednostką koloru wideo.

this set of 6 blocks, with a resolution of 16x16, is called a macroblock.
ten zestaw 6 bloków, o rozdzielczości 16x16, nazywa się makroblokiem.

the problem with constant quantizing is that it uses the given quantizer whether the macroblock needs it or not.
problemem przy stałym kwantyzatorze jest to, że używa podanego kwantyzatora niezależnie od tego czy makroblok tego wymaga czy nie.

that is, it might be possible to use a higher quantizer on a macroblock without sacrificing visual quality.
to znaczy że można by było zastosować do makrobloku wyższy kwantyzator bez utraty postrzegalnej jakości.
