întrucât pactul de stabilitate și creștere se compune din prezentul regulament care are ca obiectiv să consolideze supravegherea pozițiilor bugetare, precum și supravegherea și coordonarea politicilor economice, din regulamentul (ce) nr. 1467/97 al consiliului care are ca obiectiv accelerarea și clarificarea procedurii de deficit exesiv și din rezoluția consiliului din 17 iunie 1997 privind pactul de stabilitate și creștere în care, în conformitate cu articolul d din tratatul privind uniunea europeană, se emit orientări politice ferme pentru aplicarea pactului de stabilitate și creștere într-o manieră strictă și oportună și în special pentru a se adera la obiectivul pe termen mediu al pozițiilor bugetare aproape de echilibru sau în excedent față de care s-au angajat toate statele membre și a se aplica acțiunile bugetare corective pe care le consideră necesare pentru îndeplinirea obiectivelor programelor lor de stabilitate și convergență, ori de câte ori dispun de informații ce indică o discrepanță semnificativă, reală sau prognozată, față de obiectivul bugetar pe termen mediu;
whereas the stability and growth pact consists of this regulation which aims to strengthen the surveillance of budgetary positions and the surveillance and coordination of economic policies, of council regulation (ec) no 1467/97 (3) which aims to speed up and to clarify the implementation of the excessive deficit procedure and of the resolution of the european council of 17 june 1997 on the stability and growth pact (4), in which, in accordance with article d of the treaty on european union, firm political guidelines are issued in order to implement the stability and growth pact in a strict and timely manner and in particular to adhere to the medium term objective of budgetary positions of close to balance or in surplus, to which all member states are committed, and to take the corrective budgetary action they deem necessary to meet the objectives of their stability and convergence programmes, whenever they have information indicating actual or expected significant divergence from the medium-term budgetary objective;
