Για να επαναλάβουμε τμήμα του κειμένου της έκθεσης της Επιστημονικής και Τεχνικής Επιτροπής (ΕΤΕ), του Νοεμβρίου 1993, η οποία συστάθηκε σύμφωνα με τη Συνθήκη euratom με σκοπό να συμβουλεύει την Επιτροπή, "το next step" πρέπει να είναι η κατασκευή μιας άλλης συσκευής ΤΟΚΑΜΑΚ "που να είναι σε θέση να επιτύχει ανάφλεξη και να διατηρήσει την καύση σε πλάσμα για τουλάχιστον 1000 δευτερόλεπτα, δηλαδή για χρονικό διάστημα που να επαρκεί για την μελέτη της καύσης σε συνθήκες που να μπορεί να θεωρηθεί ότι βρίσκονται σε κατάσταση ισορροπίας όσον αφορά το σύνολο των χρονοδιαγραμμάτων που σχετίζονται με τη φυσική συμπεριφορά του πλάσματος".
