Írsko si tým, že jednak nezabezpečilo, aby najneskôr do 31. decembra 2000 boli odpadové vody z aglomerácií nazvaných ie22, bray, ie31, howth, ie34, letterkenny, ie40, shanganagh, ie41, sligo, a ie45, tramore county waterford, vstupujúce do zberných systémov, pred vypustením podrobené sekundárnemu čisteniu alebo ekvivalentnému čisteniu, a jednak nezabezpečilo, aby najneskôr k uvedenému dátumu splnilo vypúšťanie týchto vôd príslušné požiadavky prílohy i bodu b smernice rady 91/271/ehs z 21. mája 1991 o čistení komunálnych odpadových vôd, nesplnilo povinnosti, ktoré mu vyplývajú z článku 4 ods. 1 a 3 uvedenej smernice.
