1.0 definitions: unless defined elsewhere herein or defined in the conditions of the contract, capitalised terms used in this employer’s requirements shall have the meaning ascribed to them hereunder. “berth” shall mean the facilities at existing berths at jafza “battery limit” shall mean the physical limit for scope of works to be carried out by the contractor. 2.0 location emirates national oil company llc (hereinafter referred to interchangeably as “enoc” or the “employer”) owns and operates various facilities at jebel ali, dubai. the locations of the site include enoc facilities, jafza & dp world corridors, public road crossings, dugas, epcl, dwc and common services corridor, berth area etc inside jebel ali free zone. 3.0 governing conditions / specification and drawings the contractor shall execute the works on an engineering, procurement and construction basis. the works shall be carried out in accordance with the terms of the contract. contractor undertakes to follow and comply with safety precautions set by the employer, dp world, jafza, trakhees, civil defence, all relevant local authorities, all relevant applicable laws of united arab emirates including best industry practices and safety guidelines. 4.0 the works 4.1 project description enoc intends to provide a backup pipeline for fire water supply to dugas, eil, emgas and epcl (ex- dusup). existing fire water supply to dugas, eil, emgas, hejp and eil is through a single pipeline from dugas fire water pumps. incase of a fire in dugas, other facilities eil, emgas, hejp will be unprotected and is a high risk. proposed pipeline will provide a backup fire water supply in such a scenario from epcl fire water pumps protecting emgas, eil and epcl (ex- dusup). this will ensure that an alternate fire water source is available and ensure integrity of the business asset. the project objective is to design, build and commission backup pipeline for existing firewater supply to dugas, emgas, epcl (ex- dusup) and eil terminals 1 and 2. 4.2 scope of works a. contractor shall carry out the design, detail engineering, obtaining all permits, noc’s, approvals, local authorities’ clearances including preparation of all design, drawings / documents, engaging local authority approved consultant and sub-contractors for obtaining all approvals related to the project design and execution, procurement & supply of all materials, tools, consumables, maintenance & material handling equipment, testing & inspection equipment and personnel, working crew/labour, transport, site offices, rest room & other facilities for contractor’s / employer’s representative & employer’s personnel, supervision, fabrication, transportation of materials including free issue items if any, construction, installation, testing, painting, coating, engage & obtain third party inspection/ certifications, calibration, mechanical completion, pre-commissioning and provide overall management of the site including assistance for facility commissioning by employer.
