like much of asia, japan’s boasts strong family values. its divorce rate though higher than it used to be, remains well below that of other rich countries: last year there were 1.53 divorces per 1000 people, around a third of american rate. on other measures, however, japan's families are not so exemplary. for the past two decades they have not produced enough children to replace the parent generation. japan's total fertility rate has fallen even further than elsewhere in the developed world. this is a puzzle, for the japanese love children. a screaming baby on a bus attracts sympathy, not disapproving stares. according to opinion surveys, nearly all young couples claim to want at least two children. what makes children scares, according to yasuhiko yuwaza of ochanomizu university in tokyo, is that japan’s young women are in no hurry to become the servants of men. two decades ago most japanese women were married in their early to middle 20s; in 1970, for example, just 18 percent of women aged 25 to 29 were still single. by 1990, however, that proportion had doubled to 40 percent.
