in order to improve on the social programmes that we have implemented over the years, we aim this year to complete the work already started to reform our system of social security so that phased implementation can start as early as possible. a critical part of this reform will be the task of repairing a defect identified in the 2002 report of the committee of inquiry into a comprehensive system of social security in south africa. this is that the contributory earnings-related pillar of our social security system is missing or unreliable for large numbers of working people. the principle guiding this approach is that, over and above social assistance provided through the government budget, we need to explore the introduction of an earnings-related contributory social security system that is informed by the principle of social solidarity.
ons wil die maatskaplike programme wat ons oor die jare heen in werking gestel het, verbeter. met hierdie doel voor oë wil ons vanjaar ons stelsel van maatskaplike sekerheid so hervorm dat daar so gou moontlik begin kan word om dit in verskillende fases in werking te stel. ons wil hierdie werk, waarmee daar reeds begin is, vanjaar afhandel. ´n kritieke aspek van hierdie hervorming is die regstelling van ´n fout wat in die 2002-verslag van die kommissie van ondersoek na ´n omvattende stelsel van maatskaplike sekerheid in suid-afrika geïdentifiseer is. hierdie fout behels dat ons maatskaplike sekerheidstelsel se pilaar van bydraende verdienste met betrekking tot groot getalle werkende mense ontbreek of onbetroubaar is. die beginsel wat hierdie benadering rig, is dat ons, bo en behalwe die maatskaplike bystand wat deur die staatsbegroting verskaf word, ondersoek moet instel na die invoer van ´n maatskaplike sekerheidstelsel wat aan verdienste gekoppel is en op die beginsel van maatskaplike solidariteit berus.
