16- وتنص المادة 71 من الميثاق الاتحادي الانتقالي على أنه يبقى ساري المفعول قانونياً حتى إنفاذ الدستور الاتحادي الوطني في نهاية المطاف وعلى أن الدستور الصومالي لعام 1960 وغيره من القوانين الوطنية سارية المفعول على جميع المسائل التي لا يشملها هذا الميثاق ولا تتماشى وأحكامه.
