todėl 5 str. 4 dalyje komisijos siūloma tvarka turėtų būti papildyta pirmumo naudotis saugykla teise, pvz., įtraukiant tokį sakinį (apie kurį jau buvo diskutuojama): „pasibaigus leidimo galiojimo laikotarpiui, leidimas žvalgyti galimą co2 saugyklą arba pakeičiamas leidimu saugoti co2, arba jo atsisakoma visam nustatytam plotui“ (angl. „after this time, the co2 storage exploration permit shall either be converted into a co2 storage permit or else shall be relinguished for the total area covered“).
the provisions proposed by the commission in article 5(4) should therefore be backed up by the granting of first right of access to storage areas, e.g. by including the following sentence (already under discussion): "after this time, the co2 storage exploration permit shall either be converted into a co2 storage permit or else be relinquished for the total area covered".
