Účelem tohoto nařízení je odstranit technické překážky bránící přeregistrování nákladních a osobních lodí plujících pod vlajkou členského státu mezi členskými státy a zároveň v souladu s mezinárodními úmluvami zajistit vysokou úroveň bezpečnosti lodí a ochrany životního prostředí.
