where a dispute concerns the interpretation or application of a measure adopted by the commission pursuant to article vi, paragraph 8 and 9, or matters related thereto, including the explanation referred to in article xiv, paragraph 5, any actions taken by a contracting party to the dispute following an objection presented pursuant to article xiv, paragraph 2, or notification made pursuant to article xiv, paragraph 4, the contracting parties to the dispute may submit the dispute to non binding ad hoc panel proceedings pursuant to annex ii.
