according the windham (2000, cited in vierteletal., 2004), all evaluation work on educationand training has three primary purposes:(a) to assess the nature of opportunities andconstraints;(b) to assist governments, the private sectorand individuals in establishing priorities, especially in a resource-constrainedenvironment;(c) to specify the options for exploitingopportunities and dealing with constraints,to propose alternative strategies and goalsand make concrete recommendations forpolicy reforms.an evaluation in this sense is more than areflection on the outcomes of a project orprogramme.
